As of at least 9:30AM EST in my part of Toronto, service has been restored and has been stable for a couple of hours. My guess is that they're restoring service area by area. Good luck, everyone. Just gotta wait it out.

Outage map doesn't show a problem, even though many across Ontario and Quebec have unusable internet. Web images are very slow loading if they load at all. Let alone any video. This is a major outage which should be a huge dot on the map! 0.02 download speed! I'm on DSL in Mississauga L5B area.
